Education seems sadly forgotten in the policy response to youth unemployment

I count 4 out of 5 youth unemployment interventions focused on reducing hiring costs in the latest news release from the OECD. And the 5th intervention is focused on vocational training.

Why is there so little focus on education? I ask this question because, perhaps, we ought to be investing for the long term at this particular end of the life cycle. Yet, we are not even managing to invest in skills.
